Ex-fisheries consultant Richard Philp was penalised £9,000 when he authorised a restoration project of a reservoir without minding the repercussions it will cause to the environment.
According to one officer from the Scottish Environment Protection Agency (SEPA), the pollution created by Philp’s project was the worst he had witnessed.
